BARREN COUNTY 4-H POLICY GUIDELINES
1) 4-H Member – Any child between the ages of 9 and 18 may be a member, regardless of race, sex, religion, national origin, age or handicap. Each member must fill out an enrollment form annually.
2) Cloverbud Members – Children who have not reached the age of nine or 4th grade by January 1 of the program year may be enrolled as a Cloverbud member, provided all leaders of the individual club involved agree to allow Cloverbud membership. The Cloverbud member may participate in all club and county events and competition, but cannot be selected as champion at any competitive events. An enrollment form must be completed by each Cloverbud.
3) Program Year – The 4-H year extends September 1 – August 31. The program year is the term used for project work. (This coincides with club reorganization in the fall through the Kentucky State Fair in August.)
4) Club Member – A member who affiliates with one or more 4-H clubs in Barren County.
5) At-Large Member – A member who does not affiliate with a club.
6) School Enrichment Member – A member who participates in a 4-H program which is conducted as a part of the school curriculum.
7) Snow Policy – Club Meetings – Decision is made by 4-H club leaders.
Countywide Events – If only one school system is closed, call the Extension Office to see if the event will be cancelled. If both county and city school systems are closed, the event will be cancelled.
Multi-Area Events – Call the Barren County Extension Office to see if the event has been cancelled.
8) School Absence To Attend a 4-H Activity – KRS 159.035 states: Be it enacted by the General Assembly of Kentucky: Anything in the statutes of the Commonwealth to the contrary notwithstanding, all pupils in the schools of the state who are enrolled in a properly organized 4-H club shall be considered present at school for all purposes when participating in regularly scheduled 4-H club educational activities, provided the student is accompanied by or under the supervision of a County Extension Agent or the designated 4-H club leader for the 4-H club educational activities participated in. Four-H members may be counted present at school when participating in a 4-H activity under the statute; however, permission for absence is subject to the principal’s approval.
9) Deadlines – Members who do not turn in registration/entry forms on or before the publicized deadline will forfeit their right to participate in the event/activity.
10) Statement of Non-Discrimination – The Cooperative Extension Service may only offer service to groups which do not discriminate on the basis of race, color, age, sex, religion, disability or national origin. To comply with the Affirmative Action guidelines, records must be kept on file at the Barren County Extension Service to verify non-discriminatory practice. A statement of compliance must be signed by leaders and placed on file at the Barren County Extension Office. This file is updated annually.
11) Dues – Four-H club members dues are determined by leaders and members of each club.
